Local authorities have the flexibility to identify households that may not fit the standard criteria but still require energy efficiency improvements. This "Flex" route allows more people to benefit, considering broader criteria like health conditions related to cold homes or other factors affecting vulnerable households.

Households with low income, even if not receiving specific benefits, might still qualify. The scheme includes provisions for low-income households that face financial challenges but do not receive standard benefits.
